I do not know of any glitches to remove the mushrooms on the shirt, on the hair can use a combo of foreground cutters, but it does shorten the hair and only works forward facing.
Avatar Tricks: Foreground Cutting, requires a cutter from the "Other Foreground Cutting" section to remove the mushrooms, and optionally to use a Maximum/Ultra to render the Other-class cutter invisible.

and I'll add it as the fourth thing I know that is affected by other-class cutters

Just letting you know that the new item Shattered: cutter modifies hair extensions. The creator of the item explains what the cutter does.

Niwamori's pruning shears should've done what Shattered cutter has. But I figured that it's for head items only.

Thanks for the heads up on the new cutter, will get to running the new items through the cutter gauntlet shortly. Oof more things with S, but cutter named Hidden Reflection, so +HR will stand out and sounds like hair so that's somewhat useful to remembering what it does. We already have had multiple recolors of items from the TBT mini-ci so hopefully there'll be expanded access to this cutter across the next month.

My guess of why it couldn't be rolled into PruningShears is what layers it was originally designed to modify. For example [speculation] if Niwamori only had mod layers 1) infront of the avatar's face, 2) infront of the hair/head 3) behind the hair/head. And if Shattered doesn't have 1) infront of the face, but instead has 1) between the back of the head and hair, it would work for extensions better but be unable to modifiy facemods like PruningShears has a few times.

although it seems like it could also have been possible to modify/expand the PruningShears layers to cover the new ground, I don't know enough about the structural differences of the cutters to know if that was even feasible.

Is there an item/set of items that will shorten the length of a skirt/dress better than pieces of fabric?
As you stated, pieces of fabric, drastically modifies the item.
Basically I'm just looking for a cutter.

not that I know of, the other shirt/top cutting options don't leave any skirt, so Pieces of You is really the only consistent dress shortening option I can think of. Skirt reshapers don't make them shorter, or at least not any of the ones I know (ex. Cozy Mori skirt, Royaltea), if anything it makes them longer by adding underskirt.

Shark Style legs were made way before these cutters, so they would not intentionally work that way, sometimes the cutters affect older items by chance, but not in this case. The scars are designed to layer under pants/leggings, so that could be an option to cover them.
for example these could match the colors:

< I thought this pair had nice shading if wanting to use pants for getting ankle-peek, but it doesn't cut as clean in backview if that's important

I really hate the addition of Shattered's Hidden Refelection. I feel any of the older cutters could've done the same job stare
