Some are, yes. If you go look at the 'Love Charm Q&A' thread it lists some of the items people have gotten from winning each character. Dandy's Reprise, The Cosmos, House M.D, Father Nicolae are some I see just on a quick glance.

Edit: Man, I am such a huge sucker. I'm selling my freaking Hermes' Moon to get more RIGs. emo I mean, I never use it and I only really liked the moon, which is nicer in the Bad Moon, but...
