At the age of 13 or 14, the teen brain is not done growing. Part that affects your ability to make good and lasting decisions. As you get older, things improve.

Think about this though, nobodies brain stops growing until the age of 25. As people get older, they might make smarter decisions but there is no guarantee. And I do know that there are some teenagers who do have better decision making skills then most adult's do.
Lol. No. But on average a 16 year old will make better choices than a 12 year old. So it would make sense to make the age of consent older rather than younger. Personally, I think if we plan on giving (or allowing them to have) them car keys at 16, might as well permit sex at that age as well. I think you need similar maturity. Although I don't know who picked 16 as the age for driving, but thats a whole other thing.
At the same time, I think salutary rape laws need to be done carefully, and have plenty of exemptions. No 16 year old should go to jail for sleeping with his 14 year old girlfriend when she consented (and was not tricked or whatever).
