confused I'd say that person has been spoiled by CG, except that I like CG art too. You've got the cleanest traditional style art I've seen, and the texture of your colouring just adds to the picture, in my opinion. 3nodding And since it's free... (for now!)

Gender: Female
Colors/patterns: Strawberry blond hair which is darker (closer to pink) at the roots, is long and has large curls in the mane but not tail and forelock, white stripe down the face from the (white) mouth and up between the eyes, primary coat colour is purple with white spots on the rump and a white heart on one shoulder, front left foot has a white sock, and both front feet have nearly black purple hooves. I'll let the wing colour be up to your discretion. Horn is also pale pink, and magical! I mean it may shoot sparks, trail wispy light or just glow.
Minor mutations: Hooves are split, like a goat, feathering up to just above 'ankles'
Moderate mutations: From the hips down, about where you'd start adding the spots to the rump, a single scaley fish tail (complete with a small dorsal fin which runs to where the scales join flesh at the spine) replaces the normal feet, and colouring only darkens towards the end of the tail and in the fin.
Wing type: Dragonfly wings
Complexity modifier? No. Well, I dunno.
Accessories: Pretty white ribbon tied around the odd coloured leg which holds a bell, ribbon ends trailing.
Additional notes/requests:
This Runi should be very feminine, with a fey cheeky sort of character. I hope the colours won't end up overwhelming...
