I am in no way staff or anything, but my inclination would be "no, not if it was known." Because riders have a pretty physically demanding job and at this point in the metaplot, all the Weyrs know the Red Star's creeping closer/Threadfall is somewhat nigh, I don't think anyone would want to put someone with a heart condition (I'm guessing would eventually be fatal?) on a dragon ^^; I would guess if they are unaware, then...well, they're unaware of it, but once it was discovered I doubt they'd be able to fly in the fighting wings?

Granted, I don't know very much about heart conditions, so all that's just my first reaction ^^

Maybe you can work it out with Skie for them to Stand, but they will not Impress. The dragons can sense physical and mental disabilities. Should be one of the info threads in the guild. <3

D is correct I'm afraid; it's possible they could be a candidate if the condition wasn't known about (would need to ask Skie as D says) but a hatchling wouldn't choose them if they had a serious health condition.
