Hah well Fleur just sounds too evil, basically. Like with her love for torture, her ability to just stand there and calmly gaze at the pretty flames engulfing a village and smiling at people running around in distress..... Her psychotic streak just turns me right off, lol. I can understand the lore of wanting to RP as someone like her though, she's an interesting concept but no. Haha. Not for the type of atmosphere I'm trying to emulate for this RP's setting.

And if you want to get more technical, Fleur wouldn't have passed the psychological testing Kamisad makes all recruits go though before enrolling into the Academy. (wait how did rem pass i wonder? lololol)

(like for instance, with the npc's-- aiza and xerin.. they're mentally unstable, but they have reason, y'know?)

Even if you were to try and remake her, I'm not really confident that her inherent characteristics make a good fit for this RP at this time.
