All I have is that part of the picture, the item with those legs comes with some hideous brown shorts that would be easy to see but in this pic someone glitches it to make the top black leggings or so instead of brown shorts if you zoom in you can see them slightly

Lots of skirts layer over the shorts... Even most of the common skirts seemed to work well... But like others have mentioned there really isnt enough of the skirt item seen to know what was used. Try several black skirts as well... Most of then woild hide the shorts well enough and be covered with a top.
