they aren't really cutters, but some skirts change the shape of dresses. mix and match to discover new combos (click spoilers for examples)!

This one is from 2012 but I still love it. It has recolors but most are ridiculously priced or unlisted.
There are 3 listings around 200p (2B gold) Even better is
Petite Cherie 2nd. Gen has 18 listings, 14 are below 100p (1B gold)! The only reasonably priced (available) re-color is 
but there are only two listings of 480p and 450p which are much higher than its abp of 149pEdit: apologies

There's an excellent Tattoo guide here.
For items, the Mori's Memento series has beautiful eyes, and there are some pretty cheap recolors. This one
