It's a basic breaking of taboos. Back a hundred years ago, showing your ankle was taboo and exciting. It wasn't that the ankle was sexy, it was that it was forbidden. But in time it became more and more common, so the amount of skin had to increase and increase. We have reached a point where in to reach that level of taboo, the woman must be nearly naked. It's not about sexy, it's about rule breaking.
