If it took you a year to gain 20 pounds, expect to take a year to lose 20 pounds. Of course, this can be done faster but if you look at it with a longer view mentality, you're much more likely to stick to your diet and exercise regimen.

3 times a week is fine depending on what you're doing. If you're lifting weights, 3 is good. If you're also dong cardio, then maybe 4-5 days a week. It also depends on how intensely you're working out as well. If you run and barely break a sweat, then more days would be fine.
As for your diet, just eat less calories.
