Well, in all technicality, Raiden IS deceived. Shinnok is sort of the puppet master of all of Armageddon. Thusly, when Raiden "aligned" himself with the New Alliance, he is aligned with Shinnok. Your question is very hard to answer seeing as you didn't state when he is allied with Shinnok and what exactly your question means....
