See, the problem with this, is what constitutes a villian? You can make enemies outta everyone. If you're evil noone but the bad guys likes you, and once you shoot someone enough, they hate you. If it had to be a person who always hates you, my fave would be Eden. He's so quotable and such. I also love Calvert from the Point Lookout DLC, he's annoying, but he's naive and corny, all the more satisfying to murder...
