Until recently Toprawa was technologically advanced... I'm not a country bumpkin... I'm a post-apocolyptic survivalist.

The Empire took a technologically advanced society and blew its infrastructure back to the stone age. Hence the use of low-tech equipment and the lack of resources my character starts with.

Why do I have to keep explaining myself? I'm a refugee, a survivor, an escapee from a world the empire has reduced to the stone age.

I'm hardened by those experiences and learned what I know the hard way. I'm not a trained survivalist but a smart man that figured out how to survive in such an environment on his own.

I realize, I was making joke.
Our character will have much in common, 'cept of course, your a refugee, I'm a fugitive by no fault of ours. Indirect victims and outcasts.
Out for redemption and vengeance.
