I would say the Sephiroth was the greatest villain. The he used to be the great hero of Midgar, before he finally found out how he was created. Then he kinda went ape s**t. He was true evil in nature, because he would do everything for his mother, and believed that JENOVA and him should travel through the cosmos, destroying planets and s**t. He is the number 1 badass, and is skillful enough to take on anyone in any of the final fantasy games. (Except for Cloud)

I would say Sephiroth. He is extremely strong and intelligent, but can be arrogant which is why he loses to Cloud.
