She said that pretty much everyone could be considered Celtic because we each most likely had one or more ancestor that was Celtic. She also said that the Celts used to be all over Europe. I doubt that last part, but I wondering if any part of this is true?
Not really. Your teacher should stick to lecturing in her field.

Being a Celt is to participate in a culture that is of those people.

One may have heritage tied to those groups- but it's not the same.

My art class was doing a project with Celtic knots, and my art teacher gave us some background. She said that pretty much everyone could be considered Celtic because we each most likely had one or more ancestor that was Celtic.

Why would an art teacher be considered an authority?

The Celtic peoples once covered more than just Europe.

Question: When one merely has a heritage but does not participate in a culture, should one simply say, "heritage name - current culture name" right?

Like Irish American/Italian American/etc for me? Not Irish or Italian?

I'm a fan of Americans calling themselves Americans. :p

But it's probably pretty important to note that not every community in the US assimilates or acculturates in the same way.
