Between the two of them, I'd go with Van.
Allen always struck me as a fickle man, not to mention I just out and out don't like his chauvinistic attitude. His affair with Marlene left him with a child and still, he allowed Millerna to indulge in her fantasies of the two of them in a relationship. Hell, he more or less edged her on, leading her along on false promises; he himself said that he'd never love another as he loved Marlene. He did the same thing with Hitomi, seeing Celena in her and trying to keep her in his life. He has quite a few issues to work out with women, issues I'd want nothing to do with, personally.
Van has issues himself, but they're different. He's stressed from being such a young king and having to see his kingdom and some of his closest friends destroyed before his very eyes. As such he's got some anger issues to work out, what with his short temper and all. But his heart is always in the right place, especially when it came to Hitomi or Merle. He would listen to them, do all he could to protect them and to avenge his people. His biggest draw back would be his jealousy, but at least he was willing to listen with his heart when it really mattered. So yeah, Van seems to be the better choice.
Not to mention he's just out and out better looking.
