Character Stats are assigned from the following array: 11,12,13,14,15,16,17,18 into the stats of:
IQ (Intelligence Quotient) basically intelligence, affects skill % ME (Mental Endurance) represents the amount of mental stress the character can take, also affects some saving throws MA (Mental Affinity) a measure of charm and leadership PS (Physical Strength) lifting, punching, etc. PP (Physical Prowess) agility and dexterity PE (Physical Endurance) physical toughness and constitution, affects some saves and hit points PB (Physical Beauty) Appeareance SPD (Speed) how fast you can run (SPD*20 in meters/minute)
To whatever stats you adding your 16, 17, & 18 score you may add 2, 4, & 6 points to any of the 3. so you could have 16+2, 17+4 & 18+6, or 16+6, 17+2, and 18+4, or whatever combination, but only added as whoel totals and to those three scores.

Base Hit Points
Take your PE stat, add 1d6 to it. That's your starting HP total.
SDC (Structural Damage Points)
These get determined by the hero type you choose or roll. They represent the amount of non life threatening injury you can take.
Hero Type: Roll (d100) or choose 1
01-10 Experiment 11-20 Robotics 21-30 Bionics and Implants 31-40 Special Training 41-50 Mutants 51-60 Psionics 61-70 Physical Training 71-80 Magic 81-90 Hardware 91-100 Aliens
Alignments: Being heroes this is a shortened list
Principled: Always keeps his word; avoids lying; never kills or attacks an unarmed foe; never harms an innocent; never tortures for any reason; never kills for pleasure; always helps others; always works within the law whenever possible; will never break the law unless conditions are desperate; respects authority, the law, self-discpline, and honor; works well in a group; never takes dirty money; never betrays a friend.
Scrupulous: Keeps his word to any good person, lie only to evil or selfish people; never attack or kill an unarmed foe; never harm an innocent; never torture for pleasure, may muscle information from criminals or evil characters; never kill for pleasure, will always try to bring the villian in alive, no matter how vile; always help others; attempt to work within the law whenever possible; bend and occasionally break the law when absolutely necessary; distrusts authority; works with groups but dislikes red tape; never takes dirty money; never betrays a friend
Unprincipled: Keeps his word of honor; lies and cheats if necessary; will not kill an unarmed foe but may take advantage of one; never harms an innocent; doesn't use torture unless absolutely needed; never kills for pleasure, will attempt to bring villian in or ruin him; usually helps those in need; rarely attempts to work within the law; will blatantly break the law to achieve his crimebusting goals; dislikes authority; works with groups; will take dirty money; never betrays a friend; high regard for life and freedom
Abberant: Always keeps his word on honor; lies to and cheats those not worthy of respect; may or may not kill an unarmed foe; never kill an innocent, particularly a child, but may harm or kidnap; never tortures for pleasure, but will to get infomation; never kills forpleasure, will always have a reason; may or may not help someone in need; rarely attempts to work with in the law; will break the law without hesitation; has no use for law or bureaucracy; will work with others to attain his goals, may take dirty money; never betrays a friend.

Skill Programs: Special Restrictions: 1) Espionage skills can only be taken by Military Specialists and Trade School 2) Mil. Spec. is the only educational level that gets 6 espionage skills and can select the program to get a total of 12 3) Only one HtH skill can be selected 4) Medical Doctor is limited to education level Masters (non-practicing) and Ph.D. The science program must also be selected to be an M.D. 5) Advanced piloting skills are only available to Military,Mil. Spec., Trade School, andPh.D education levels, and the Special Training class of heroes. 6) The military skill program is limited to military, mil. spec. and trade school 7) High School Education level can only select from Computer, Domestic, Physical, Language, Technical, and Ancient W.P. programs cool A program can only be taken once unless otherwise stated.
