Ever since the atomic bomb, science has played a major role in modern warfare. When a global arms race breaks out, that is when governments really leans on innovation. Or, at least, that's what the United States did. A team of the most brilliant minds in the country formed, searching for a weapon intimidating enough to prevent an all-out war. They moved beyond guns, bombs, and other traditional methods of warfare - turning to genetics instead for something truly incredible. When the idea was presented for approval, it was immediately rejected as "cruel and absurd".

Grudgingly, the team moved on publicly. Secretly, however, their project lived on. An altering of genetics, essentially creating super warriors with outstanding capabilities. This mutation in a person's genetic code could enable them to do anything they were programmed to do, though it was difficult to find test subjects while keeping the experiments hidden. Teenagers were easiest to come by, as they could be missing hours, maybe days, before anyone would notice. With test subjects, an underground lab, and a plan, the scientists could finally begin work. Until something went wrong.

One experiment, a girl only 16 years old broke free. She was one of the few successful experiments, built for stealth. Desperate after seeing so many of the genetic mutations kill their hosts, she fled to the authorities. She barely lived long enough to get help to the laboratory, bringing the experiments to an abrupt stop. The scientists were put on trial, though what has happened since remains unknown. Experiments physically stable enough to survive were relocated.

Trying to keep the traumatized teens calm and keep them from snapping and becoming destructive in society was no easy feat. As a compromise, each experiment was given a bracelet. They vary in size, design, shape, etc., but all serve the same purpose. These bracelets are the only things keeping the experiments within city limits. They cannot be removed, and cannot go past an invisible barrier that has been set up. For the most part, these engineered teens rule the city. Normal humans can enter and exit, occasionally opening shops or befriending them, but no authority has been placed over the area.
