It has already come out, and the new one comes out on midnight tonight, I believe..... [the 7th].....

You heard wrong. That's not when it comes out. Just when they what to have an event in the Battle System if it's out by then. It doesn't make sense to have it come out on Halloween and expect them to have a major event in it especially with how glitchy things can be.
