I I keep dying in pursuit of this villain, but does anyone know where he or it is? I'm in a bit of a pickle here. >.<"

You need to kill the pup commander to get his transponder. He wanders around the south central and south east part of OA.

Warning: he's hard to kill.

He's usually on the middle burrow, a little to the left guarded by Honor Guards. He's quite powerful so you can bring friends to help you, spam power ups or use luring techniques to draw him out and away from his back up. You can apply all your buffs while in the null concentrating(RR4) on defense and stamina before fighting him. 15 minutes is enough to beat him.
