zOMG: Can't complete ring upgrade quest

So I was doing ring upgrade quest and I was now supposed to talk to Elizabeth to tell her about my success of upgrading the rings. But when I came up to her there is no talk bubble. She was just sort of there. So I can't move on with my quests. gonk
I have no idea what to do with it.
How do I fix this??
