I just started 4 day ago, there are two NPC shops I can't enter, the fishing shop and Car shop, there is a lock symbol over both and I cannot enter it, how do I fix this, PLEASE HELP

I believe, to unlock Sam's Body and Parts, you have to finish certain Rally achievements. To unlock The Ole Fishing Hole, you have to play a whole game of Fishing, and save. Hope that helps.
