Hey there! To setup shops in Gaia you must purchase a vending pass from the Bank in Gambino. I'm not sure but I think you have to either buy the trading pass first or not.

not too sure on making shops you can find gaia shops by checking the map sorry I could't be of more help I'm still pretty new myself, But welcome to Gaia. 3nodding
