I was driving and the police thing said I was going 42
My speedometer said 50

My tires a stock size
And I'm pretty sure my speedo gear is stock

What would cause that?

your spedo sensor is probably bad.

Your speed sensor goes into the transmission and gets a read from the spedo gear, (Turning the sensor etc etc.)
A new sensor is like 40 bucks,
ALTHOUGH that's just a suggestion, only because Im having a hard time thinking of what else is wrong,
besides a policeman lying to you,
