I might be some help, but first I have some questions:

What edition are you running with? I need to know what ruleset we are dealing with. What kind of setting are you planning on playing with. Is it Ebberon, Faerun, Planescape, Dragonlance, Greyhawk, Dark Sun, Five Kingdoms, or Ravenloft? Or are you running some other setting, or a homebrew? The setting is extremely important. What type of magic do you want the character to specialize in, what kind of weapon do you want her to use, and what kind of backstory did the player already lay out for her? This is key information, as for example, if the player says she is from Calimport, this woman probably did not learn to be a conjurer at the Hosttower of the Arcane, and then learn to fight with a cutlass working as a mercenary escort for merchant ships in Waterdeep. If she raised the player's character in Daggerdale, she is likewise probably not going to have much in the way of occupation: sailor. What temperament does she have? If she is lawful good, she probably won't have taken any levels in rogue, and likewise, if she is chaotic neutral, she cannot have any levels in paladin. Once you clear this up, I would be glad to start working on it with you.

thank you.

well the setting is a homebrew world that me and my friends have been playing for a few years through various games. Her magic is evocation and lots of it. her weapon is a great spear. the back story so far is 19 years before modern times in game there was a war between the main country and its rival. Warmages come from the other land in my game and so they were the main force of the army that attacked. leading them was Her, but she was betrayed by her followers and left for dead she was later found by a cleric/duskblade and nursed back to health the two fell in love and had a child being the player character. she is true neutral

Ok, so what mechanical features are present? What are the faction names, country names, and the names of the deities? I need to know things like what god she follows. Is she using any prestige classes? Also, what edition does the setting use? Is it a homebrewed 3.5, 2nd e, ADnd, 4e, 3e, Next (JK, nobody will ever run that), or a blend of a few? I can't optimize without understanding what set of rules, classes, skills, perks, and prestige classes I'm working with. Not to be rude, but saying that it's homebrewed isn't enough info.

Is she ever going to fight? If not, don't worry too much about it. Figure out who she is, explain that she's a bad a** gestalt ( rolleyes ) and go from there. It sounds like you have a start on her back story, and since you're using a home brewed world, either tap into past adventures that the players had, either opposing, supporting, or witnessing a former group (distant things all, don't want to try to ret con her in, just fit her in).

Alternatively, use her as an excuse to world build. Carve a new little pocket of the world out that she came from. New nation, new religion, new group, etc.

In the end, I'd just make sure that her reason to be there won't overshadow the PC's and their own heroics. Which is why you might want to shy away from actually building her. Figure out things like saves and general attributes, rough out her skills, and leave it at that.
