By the scientific definition, it's a fruit. So are peppers, tomatoes, avocados, etc.

By the actual taste (and perhaps the nutritional standards), it falls more under the vegetable category

It has seeds like in an apple, sorry for not elaborating that. You never see seeds in cabbage, potatoes, carrots... etc...
