There's really no set time, it's generally
announced during noon, sometimes it could be in the evening.

Gaia is on PST (GMT -8 ), they tend to put out announcements between 3pm and 5pm. The collectibles themselves usually open an hour or more before the announcement, so it's worth it just to keep checking them if you're eager.
