In the towns viewer, there is a text box in the lower left hand corner of the screen. Just type what you want to say in there, and hit enter. What you type there will then be displayed above your avatar in a speech bubble for everyone else to see!

Near the bottom of your screen (Left) there should be a box, with a smiley icon and a text box.
