It's a pity the Sailor Scouts/Soldiers can't use something similar to a Legendary Mode used by the Power Rangers Super Megaforce/Gokaiger. If they could, can they use the legendary forms of previous powers, plus forms from the manga and Pretty Guardian Sailor Moon? And maybe other magical girl shows too?

They do 'transform' into their princess forms a few times in the manga, and their eternal forms are also manga only, but are their final upgrade (outside of Sailor Moon, who has two more). I guess those are the only "Legendary" forms I can think of, haha.

Well in the manga the Outers have their Eternal versions. As for the anime I guess the Super Sailors would have to be it. I loved PGSM's Princess Sailor Moon, she was hella scary.
