Glowy Avatars Please!

How do you get the avatars to glow in the profile may I ask?

The glow affects only work on an IE browser. It DOES NOT work Mozilla/Firefox. The code is:

#profile .avatar
{
filter: glow(color=#ffffff, strength=7)
}

You can change the color by using a different color code and the "strength" number is how strong the glow yu want is.
