Well you wanted it for an ice user, so trading it for Beartic sounds like a good move. Don't worry about it's level, traded pokemon get boosted exp it will level really fast.

I used a water stone on her.. and she does know blizzard.. but her defense is too low. ;;--------;;
You can buy more stones when you get to Black City IF you're lucky and the seller's there. It depends on how long it takes you to beat the ending and get to the city, the longer you take the more people leave and you have to Entralink to get them back. That's all I know sadly, I dont know a lot about it. Beartic is probably a lot stronger and will help a lot more than Semipour though, so just consider it another pokedex entry.
