Trying to catch Tama for alrealdy 5 days but still failed

I have been trying to catch Tama for already 5 days with at least 9 ss per day. Is it a glitch? I have no problem catching Spike, Pluksop, Winja, Cactoo, Peepee, Coyotl, Diabao n Burger. Why just not Tama? My friends got it less than 10 ss but they only in a day, they can already capture it. Any help?

Tama is LEGENDARY. He has a 4 percent catch rate. D:
Its going to take more than nine. ._.
well, sometimes. I caught him with 3 star seeds, another with 20, another with 10, and another with 20.
