No, it's not possible.

People genuinely fall in love with somebody on their accord. You can't force anybody to have feelings for you that they don't already have/aren't already developing.

There's a thing called courting wherein the main point
is to get to know each other, so you two might know each
other well enough to be in a relationship. If you've done that
(dating, simply said) and the person still can't bring him/herself
to love you, then no, you can't make teh person love you.

even if its possible, if you forced someone to love you, its not real love and would never evolve into it. it would be empty, and your better off having no love at all than having an empty relationship.
