I say the person not paying any money in should pretty much all the chores.

The person who doesn't pay bills should be doing the majority of the chores. People should retain common courtesies like making sure their clothes make it to the hamper, not leaving trash on the floor, etc. but things like cleaning the house regularly, cleaning the bathroom, doing the dishes, vacuuming, etc. should be done by the person not paying bills.
