Where to find Twister Card?

I am using this thread to try to find the twister card and have no luck at all.

Im starting to think this thread is unreliable because it says you cant find a Mimple Card at Mangrove Shallow and i just did.

Sooo... anyone know where i can find a twister card or where they found theirs?
