Most everyone gets stuck at Level 3 for a long while. I don't know which formulas are easiest now, but when I was doing it, the best were "Sundae Treat" and "Fondue the Chocolate Bunny" and "Fausto's Bottle." The first two had really expensive components but a relatively cheap formula, the last one has better components but is a really expensive formula.

It's just not cheap or easy to get through Level 3.
