After what happened to Caches with the GoFusion update, any formula that can be completed with just Cache components is probably going to be the cheapest, even though almost all of them have Very Low crafting rates. You can find a list of those here.

It's free if you pick it up off the ground in Towns.

The most reliable way to find Old Crumpled Paper is to wander the higher-numbered neighborhoods in Towns 1 when the time in GST (Gaia Standard Time) is between 6:00 and 8:00.

In Towns 1, you'll usually find different colors of items at different times of day. Depending on what kind of Crumpled Paper you need, your best bet might be to look for it in the brighter daylight hours (8:00 AM to 6:00 PM, Gaia Standard Time), in the dark of night (8:00 PM to 6:00 AM), or dawn/dusk (6:00 to 8:00).
