Chance item formulas HELP!!

Why is it that when you look at the details for these items and they say you can buy them in the shops you cant find them anywhere but the marketplace? I dont want to be forced to buy an item for 3 times the amount on the marketplace when it says i can buy it in the shops for a set price. Can someone please help me?

The shop price is only there so you can sell it back; so it has a minimum value. And besides, the formulas are junky anyways.

Also, the cost to make said formulas are outrageous -it's cheaper to go buy the actual item. *nodnod*

You get them from the Cash Shop, however, if you're still adamant.
