How do I get a Trading Pass?

Hello, I'm new and I have a vague idea how to get a trading pass. But I'm sitll kinda' clueless... sweatdrop Could somebody fill in the blanks for me?
(This is what I know)
1: Got to Isle de Gambino
2: Go to the Market Place
3: Pick anyplace to Place a Bid
4: Click the thing that stells you to get a Trading Pass
5: Follow the directions of the Bank Clerk to get the Trading Pass

But, it doesn't give me directions... I'm so confused... stressed
Please help me!
