This is my crazy theory. xp

Gambino had enough money to build his Tower, But thats not all. I think Gambino had a secret device hidden in his pocket. Have you noticed that when he was falling, It was in a view where all it showed was his cape. So before he hit the water he took his device out and activated it we don't know because it was in a view where it only showed the cape. Then The Tower broke apart just to hit the Mansion, nothing else. As for the shops, part of the tower fell into the streets leaving the shops safe. thats why the smoke was around the shops instead of on them.

A good portion of the debris fell on the salty seawater surrounding Isle de Gambino.

Another portion fell in Barton Coast, extending into Durem Reclamation Hub.

And finally, the top surely collapsed over VonHelson Mansion.

The smoke hasn't cleared.

The buildings lifted off the ground just like in Starcraft and deftly dodged the tower then landed back where they were.

The fact that it was moving in that direction would easily accelerate the debris to damage the Von Helson Mansion SEVERELY.
