From what I've seen, there is no difference at all. Occasionally something with a 2nd gen has maybe a different feature, but for the majority, it's all the same. The generations come out as the item evolve, so having a first gen just means you bought it before it was a fully evolved item. I guess its usually more expensive because there are fewer of them out there. Most people don't buy them until they see more of the options it offers.

I think it's just because you can buy and sell an evolving item at every generation. Think of supply and demand. The more there is of something, the cheaper it gets. For instance, remember when gofusion started? A heart charm was like 100mil. Now, after all those charm pack releases, etc, it's only worth 16 mil. The same kind of thing happens with the evolving items, but with multiple points of sale. If more people sold the item at gen 3, there would be more gen 3s on the market, therefore gen 3 would cost less. Likewise, usually the least amount of people bought/ didn't sell the original 1st gen. There are fewer of them out there, so it costs more.

That's what I would guess. Basic economics....
