Ozai, at least the other two cared somewhat for their children

Ozai, permanently defaced, bansihed, and ATTEMPTED TO KILL his own son, objectified his daughter and gave both his children some serious mental complex issues, did who knows what to his father, killed his own wife, stole his brothers birthright, and was Hitler to the ninth power, and to top it all off, attempted to DESTROY, not conquer, DESTROY the planet

the second guy thought he was actually in the right and wasn't really a bad dad at all except in the last episode of season 1

and yakone at least gave his kids a normal life up until age seven or other

Kari Tempest

Iroh wasn't exactly the best father. He laid siege to Ba Sing Se, which eventually caused the death of his only son.

There's also Hakoda, since he practically abandoned Sokka and Katara to live with their Grandmother instead.

Iroh loved his son more than himself, Hakoda did what had to be done

neither of them had a choice and you can't really blame them
