Anyone here familiar with CSS?

I'm not sure if this is the right forum...

Anyway, I was wondering if external style sheets need a compiler?
Because I created some external styles in notepad, saved it as a .css file, and tried to link it to a web page in dreamweaver. It didn't work, and I don't know why.
(I got rid of all the html style tags and wrote @charset "UTF-8"; /* CSS Document */ at the top of the document, so I think I did everything correctly...)

It's not exactly the right forum either, but Profile Discussion has plenty of gaians well-versed in CSS..
