A little Help

I need a little help looking for a good Photoeditor online. That is possibly for free. I'm just looking to edit pictures for my RP posts.

There is a kind of picture that I would like to know how it was done. Or at least figure out what photo editor was used to make it.



This is actual a friends image. but I've seen the layout of the picture done with other, does anyone know which editor this can be done on?

For a free program.. I would use GIMP for something like that. But I know there are some Japanese software thats good for anime and stuff but I'm really the wrong person to ask.

photoshop can also be used to make that

Illustrator would work, as well.

Really, whatever you can get-- once you learn the program, things like that are easier than they look.
