doodled a headshot, critique?

Thoughts/critique? I made it on an old version of Illustrator because my college class requires me to mess around with digital art. Only something quick with the little knowledge from the software :L

My biggest issue is with the hair.

The lighter hair covers the eyes in a manner that looks terrible. The expression in the eyes is really thrown out by this.

The darker hair isn't much better, it looks jagged and there isn't really any flow to it, it's just stuck on randomly. I think if you'd included a neck this wouldn't have looked as harsh.
