.... because they're literally a hot dog with limbs. o-o
Hot Dogs aren't even... pure meat. It's a bunch of random cuts of meat from unwanted area's of the cow ground up into a paste then crammed into a wrapping. So technically speaking, if the quality of meat = the quality of intelligence, it's understandable that they'd be a bit slow, both physically (their tiny legs!) and mentally.

... of course this is just a theory of mine. >.>;;
