Does Czech Rep count as canonical? She is mentioned in the wiki as having a design but not having been used at all yet. I was just asking because I wanted to make a state character, but I don't wanna break the rules.

Ah well since she doesn't actually have her own page I can't say she's canonical. Australia was in the same boat because he has a sketch but isn't actually in anything, and because of that the page he did have was kicked. I'll revise my wording so it's not as confusing. Sorry.

If you read rule number six it tells you to highlight below number 10. There are instructions there in white font that tell you to include a specific word in your profile post so that everyone knows that you've read the rules thoroughly.
