Option 4 - Virgil has been trying to take over the world due to the fact that he is so tired of having to put up contests that only help a limited amount of people. If Virgil actually succeeds in taking over the world, more people would benefit. The only downside would be any "after-effects" due to any questionable methods Virgil might use in taking over the world.
