The overall leader of the Turks. I get my orders directly from President Shin-Ra and pass them on to Tseng, who then delegates orders to the subordinate Turks. It was I who made the Turks into the professional, elite group they are today. I may come off as intimidating, and even cold – my standard of what constitutes a well-executed mission is markedly more stringent than the evaluation criteria Tseng uses, and I will not hesitate to deal out appropriate consequences when the occasion calls for it. It was me that instituted the mission evaluation system – all Turks are evaluated based on every mission they undertake, with consequences for Turks that don't get their act together.My devotion to the Turks is absolute. When the Turks are placed under the leadership of Heidegger, I made a deal with President Shin-Ra in order to save them from annihilation at the hands of AVALANCHE. A large condition of this deal stipulates that if where to displease President Shin-Ra again, my life would be forfeit. When the Turks are ordered to carry the victims of the Nibelheim accident to the Shin-Ra mansion so Hojo can perform experiments on them, I took the entire duty upon himself, so that my subordinates needn't get tangled up in such a dirty operation.
The reason for my protective attitude toward the Turks is due to being indirectly responsible for my family's death in Kalm. After the loss of my wife and daughter, I buried myself in work and fell back on the Turks, who became the family I no longer had.
When I went missing for a while after the final battle with Zirconiaide. Officially I was presumed dead – assassinated - although it is later discovered that I was alive and continuing my work with the Turks.
The Turks were in direct violation of their orders to assassinate me, but President Shin-Ra could do nothing to punish them, as Rufus was with them; taking me from my current position would not have looked good for the President or the Shin-Ra Company. To get over that hurdle, President Shin-Ra commissioned Scarlet with the capture of my being and gave additional orders for the destruction of the Turks.
