Can I buy the Imperial Queen for 20000 gold at max?

That's it's original sale price, and is what everyone else been selling for. Someone else decided to recently sell it for 1mil after I swamped up all the 20k offers for an empire of dresses I'm getting ready to release, but still need a few more... but unfortionately, his action caused a chain reaction that jacked up the price ten fold... and he knows it. He said no when I asked to buy it at 20k, and laughed at me in a "I killed you you lose you can't win" way when I told him about the chain reaction he caused with the price when he put it out for 1 mil and everyone else followed with similarly high prices.
